Landry's averages showing anywhere from a 2 to 3.5 point increase in math and reading scores for 7th and 10th grades. Writing tests were given in selected parishes but comparisons were not available for the sample assessments. The assessments measured progress in several basic skills areas. Rebecca Christian, state assistant director of testing, said comprehension and study skills showed improvement in most test results, with slight declines this year in 10th graders' ability to solve math problems. The tests were developed by state educators specifically for Louisiana schools.

St. Landry Parish's public school students exceeded statewide averages in math and scored near statewide norms in reading on recent state assessment tests for 7th and 10th grade students. Local students joined kids statewide in showing a gradual increase in performance on the tests, developed by the state's Department of Education. The tests were based on minimum standards expected in the state's curriculum program structure. Increased scores also parallel gains in ACT (American College Test) and SAT (Scholastic Aptitude Test) scores by Louisiana students, and also a reduction in remediation at state colleges, according to Robert Gaston, assistant state superintendent of education.

St. Landry 7th graders scored an average of 80.5 percent on reading tests, while statewide students averaged 81.8. But 7th graders here scored an average of 71.9 on math assessments, surpassing the statewide average of 68.1. (UPI) Detectives have tentatively identified a man accused of posing as basketball legend Bill Russell in a bizarre investment scam as former NFL star Marv The strange new twist in the case was announced Tuesday by city police, who said efforts were continuing to positively identify the suspect through officials of the football league. "He did advise me that he was Marv Fleming the football said police detective Larry Vaughn.

"But we still have no solid proof that he is. I'm not going to make a statement that's definite untill'm 100 percent sure." Vaughn said the man admitted under questioning he was indeed Fleming and had once played for the Green Bay Packers and the Miami Dolphins. He said the man looked like a photo of the former NFL player and was wearing some jewelry shown in the picture. "There is a very, very strong resemblance," the detective said. "The time we showed him this picture was the time he told us he really was Marv Fleming.

He wasn't wearing any Super Bowl rings, but of course he was posing as a basketball player." Fleming was the starting tight end for the Miami Super Bowl teams of 1971, 1972 and 1973 after: coming to the Dolphins in a trade with the Packers. He appeared on television last month during a Joe Namath football camp in Connecticut. Sheriff's deputies said the 6-f oot-4 suspect went so far with his Bill Russell charade as to tell his would-be victim a voluntary operation had cut him down from his once-imposing height. "She thought the basketball player was much taller," said spokesman Russell Roge. "He told her he had an operation in which they removed 10 inches of bone out of his legs so he could fit in his Mercedes Benz." Detectives said the man explained his lack of resemblance to the former NBA player and coach by saying he had had an accident recently and was forced to undergo plastic surgery.

The suspect identified himself as Russell but was (Please see Confidence, page 12A) and how much those repairs will cost before financing can be planned, said Lonnie Bewley, bond counsel, to the council Tuesday. "You've got to have a three to five year construction program planned" before a bond issue can be put to voters, Bewley told the council. Bill Jarrell, city engineering consultant, gave the council a priority list that shows repair of the city's deteriorated sewerage collection system, now underway, is Opelousas' most urgent need. The system suffers from cracked pipes that take in excess rainfall, a problem that leads to sewer backups. That work is being financed with $350,000 from a recent $850,000 city bond sale, but that's only for repair of lines under city maintenance.

(Please see Year, page 12A) i By Joe Bordlee III Daily World Staff Writer A bond issue for major sewerage and water system rehabilitation, and possibly for a street overlay project, won't be ready for Opelousas voters until sometime in early 1984. The City Council, meeting on the bond proposal Tuesday for the second time within a week, agreed with its bond attorney that more groundwork is needed before an -accurate cost can be set on the projects. Cost estimates on the sewerage and water project have ranged as high as million. That cost may be increased by a major street repair project that will be a logical follow-up to the sewerage and water system overhaul. But the city needs to chart a firm course on what it needs to repair.
